This list is divided into two parts.

The first part is limited to those call signs that are actually issued to an EmComm group (club) that is supporting an EOC.

The second part of the list is call signs issued to individuals or other organizations that are generally considered to be assosciated with a particular EOC. As an example. KF5ZL has long been associated as being the City of Houston. However if Bob were to leave his position with the city, then that call sign would leave with him.

Notes:

Typically it would be safe to "assume" that whatever the EOC call sign is their "winlink" address would be the same. However in the case of where the EOC call sign is an individual or a repeater organization, that can not be certain.

You can form a club as the "City / County" Emergency Communications Group and them apply for a club call sign for that club. Some contend that this is evading the FCC's intent of not issuing specific call signs for emergency communications. While other's contend that is necessary to have seamless continuity and clear understanding of "who's on first". Also, having an email account that can be checked externally of the EOC is good. Gmail is an excellent tool for this.
